The human resources have always been the strategic partners in the realization of the vision and mission of an organization.  The commitment of the human resources in the organizational goals and objectives is vital to the existence and efficiency of an organization.

Human Resource Management plays a vital role in the efforts to improve efficiency, effectiveness and economy in the government, particularly the improvement of the administrative structure of its public administration.

The Human Resource Management Office plays an important role in the delivery of public service.  In order to perform the mandate of every office in the LGU, it is important that competent and credible employees or officials are placed in different positions in the plantilla of the LGUs.  Hiring of employees or officials to fill important positions should not be thought of as trial and error process.  It is in the best interest of the LGU and of public service, both financially and organizationally, to get right individuals for the different positions.  Thus, in order to deliver efficient and effective services to the public, it make sense of the importance of the Human Resource Management Office for the municipality.

The Office is manned by three (3) regular employees, to wit:

Vision

The Human Resource Management Office, as a role model in the delivery of public service equipped with highly professional staff, well organized, competent, effective and sustained personnel mechanisms responsive to the development and professionalism of the entire personnel leading to the effective program management and optimum organizational development,

Mission

To strengthen and sustain human resource systems and interventions, adhere to the principle of merit and fitness in the organization, implement fairly the civil service law, rules and regulations, motivate and raise the level of competence, professionalism, effectiveness and employee morale in achieving the human development towards excellence in the delivery of public service.

Mandate

The Human Resource Management Office is responsible in providing direction and supervision of activities involving personnel and human resource management and in the implementation of LGU policies in accordance with the Civil Service Commission rules and regulations.

Objectives

To have an effective personnel management providing basic support services and technical assistance to employees and the Local Government Unit of Morong and establish a highly professional and competent work force in the public service.

Duties and functions:

  1. Formulate a human resource development plan that will enhance personnel management processes in the local government unit concerned with emphasis in the area of recruitment and selection, career development, performance management, welfare, rewards and incentives for service excellence.
  2. Institutionalize centralized records of personnel document such as appointment, personnel data sheets, service records, statement of assets and liabilities, leave credit, and other pertinent personnel records;
  3. Conduct continuing human resource development programs, and other capacity building interventions to enhance the competency of employees and officials;
  4. Monitor and evaluate the implementation of performance management systems in the local government unit concerned in accordance with Civil Service rules and regulations;
  5. Advise the Municipal Mayor and the Sangguniang Bayan on matters pertaining to Civil Service rules and regulations on appointments and leave benefits of employees;
  6. Ensure that Civil Service laws and rules on personnel matters are properly executed;
  7. Establish linkages/partnerships with HR organizations and other LGU; and
  8. Exercise such other powers and perform such other functions and duties as may be prescribe by law or ordinance.
